The City of Orlando and Hillsborough County (the county Tampa is in) both had WONDERFUL ASA programs when I was there in the 90's. I have not kept up with them but would imagine they still have good training programs, especially for new folks.
I personally loved living just outside of Tampa in Thonotosassa, and had some very nice experiences there on the ball field. (A few rough ones, too.) Check out Hillsborough County Government Online which had one document noting: 16,200 adult softball games for 780 teams 1,970 games of youth softball for 168 teams
