I've always been told that obstruction and interference can be (and should be) called by any umpire who sees it.
Also - any umpire is expected to correct an incorrect rule interpretation. If no call was made, I'd get together with my partners and ask what PU saw - perhaps he DIDN'T see the batter back up! In any case, if PU insists he's right - you don't want to get into an argument on the field. If no one protests, I guess you move on, and discuss it afterward. Was there no protest? At this level I would have expected one.
