Can a pitcher legal step back off the pitching plate during her windup?

ASA, no.

NFHS, she can take a step back so long as the step back begins before the hands come together. She can be stepping back during the windup, but cannot begin a step back during the windup.

Don't know about Babe Ruth.

Are you asking whether the pitcher can step back as part of the pitching motion or if the pitcher can step back off the pitcher's plate once they have started the windup?

In ISF, only a forward motion is allowed during the pitch

No code that I am aware of allows this.

Sure!! she can step backwards during her pitching motion.... then you call a big fat IP and score the winning run and go drink beers.
So in other words NO.
