Why is ASA 8-2-D written this way?

A question on the Fed board got me looking at this. ASA 8-2-D Quote:
Why not just leave hit batter out of the rule in the first place? I must be missing something.

Don't you know why it is there? C'mon, you're smarter than that! Most likely whoever wrote the rule cited the manner in which a B could become a BR and later, inserted it in the Exception when it was realized this situation did not apply to the rule. I'll see what I can do in November. |
