I believe to have on-line access (that is, to be able to register with the NFHS for on-line access) you actually need to be a member of the NFHS Officials Association, not just a registered NFHS umpire. If your state provides membership in the NFHS Officials Association as part of your registration, then you're in. Otherwise, you need to independently join.

It's been so long since I registered on that site that I didn't even consider that. If that is the case, then our state must provide membership to the Officials Association along with our annual fees, because I don't remember paying anything extra.

But I do recall having to register through the web site before it would allow me to log-in. I would suggest going through the site registration process and seeing what happens. There is a "Sign-Up" link near the upper right side of their home page.
