It's been so long since I registered on that site that I didn't even consider that. If that is the case, then our state must provide membership to the Officials Association along with our annual fees, because I don't remember paying anything extra.

But I do recall having to register through the web site before it would allow me to log-in. I would suggest going through the site registration process and seeing what happens. There is a "Sign-Up" link near the upper right side of their home page.
