Personally, I wouldn't want to put myself up there with a camera knowing how hard those foul balls could come flying at me, but there is no real rule to prevent it. This is really an issue that is up to the site administrator and/or the umpiring staff.
My opinion would be that since it couldn't interfere with a play, then I would allow it.

I cant think of any reason why I would disallow it.. in football, it is very common to have cameras on top of all kinds of things.. shed, announcers booth.. etc.
