You are taking a single sentence out of context. 3-3.11 is about shoes. It starts with "Shoes are required equipment" and goes on to define shoes. The note under 3-3.11 is a further definition of shoes.

Again - what are you reading on page 83? That is not a rule, it is comentary by the NFHS committee on their intent of rule change. If all players can have metal on their soles, than pitchers can now have metal on their toes to reduce shoe wear. If you are not a pitcher, does that mean you are prohibited from wearing toe plates? Of course not - it is just that pitchers are more likely to want them.
