In my rule book 3-3-11 does not say that at all. The only thing it says about toe plates is :
NOTE : Metal toe plates and metal cleats are permitted.
Also, on page 83 under: METAL CLEATS AND METAL TOE PLATES PERMITTED
(3-2-11): This rule change permits players to wear metal cleats and pitchers to wear metal toe plates.
