Leaving Base Prior To Pitch

Sitch: R1 on 3rd, R2 on 2nd, outs unimportant.
R2 leaves base early - a no doubt'er. Plate U
makes the call. "No Pitch, "runner on 2nd left
early". Offensive coachs wants to know how plate
umpire can make that call.

Circumstances: This tournament sorta, kinda, under
two sets of rules - ASA, NCAA. {18U Gold playing
College team.) UIC advised us to use NCAA rules
when college teams involved.

I know that in NCAA 2000 rules, it states that the
plate and base umpire shall have equal authority to:
"Call a runner out for leaving a base too soon;
Rule 15 Section 2 j. 1. However, I cannot find any
reference in the ASA Rule book. Would make sense to
me that if a runner is on 2nd, plate would have a
direct look at whether she leaving too soon or not.
It is not something I have a habit of, but just wanted
to know how others feel and if there is rule I am over
looking in ASA

Try page 119, rule 10.1.J: "The plate umpire and base umpire will have equal authority to:
1. Call a runner out for leaving a base too soon.

And, BTW, Rule 10 is for guidance and no decisions or lack of, regarding rule 10 are protestable base solely on an interpretation of this rule.

Thanks, I was, actually we were in a hurry trying
to find these answers at the park....after the fact.
College coach explained to 18U that I was rite their
way, and we went on. However, 18U coacher wanted to
have a reference. Have her e-mail and will forward
this on...

You have an 18U Gold coach who does not know that both umpires can call leaving early?

Hard to believe she has made it this far in softball without having this come up.
