Sitch: R1 on 3rd, R2 on 2nd, outs unimportant.
R2 leaves base early - a no doubt'er. Plate U
makes the call. "No Pitch, "runner on 2nd left
early". Offensive coachs wants to know how plate
umpire can make that call.
Circumstances: This tournament sorta, kinda, under
two sets of rules - ASA, NCAA. {18U Gold playing
College team.) UIC advised us to use NCAA rules
when college teams involved.
I know that in NCAA 2000 rules, it states that the
plate and base umpire shall have equal authority to:
"Call a runner out for leaving a base too soon;
Rule 15 Section 2 j. 1. However, I cannot find any
reference in the ASA Rule book. Would make sense to
me that if a runner is on 2nd, plate would have a
direct look at whether she leaving too soon or not.
It is not something I have a habit of, but just wanted
to know how others feel and if there is rule I am over
looking in ASA
