Try page 119, rule 10.1.J: "The plate umpire and base umpire will have equal authority to:
1. Call a runner out for leaving a base too soon.
And, BTW, Rule 10 is for guidance and no decisions or lack of, regarding rule 10 are protestable base solely on an interpretation of this rule.
