I guess you folks have never seen this kind of riddle before...
Even though he says, "What is the ruling?", he's not asking for a ruling - he's asking for an explanation. He's asking us to see if we can figure out what happened to cause this situation to occur. IE - what did the umpire see? It's like one of these: "A man is found dead, face down in a field wearing an unopened backpack. What happened?" One answer being that this man was a parachutist whose chute failed to open. That said, I cannot come up with the answer. Can you?
