Yep. And the manner in which I'm reading the post, that was after the fact. Maybe the post needs a little clarification.

I, too, am thinking there's something we're not being told. Maybe the coach is trying to play shuffle-the-runners? Giving them water?

Unfortunately, about 90% of non-umps who ask questions leave out about 90% of the pertinent info.
