ASA rulebook does not start batters with a 1-1 count. With that in mind, I am assuming you are talking 1) slow pitch, and 2) a local rule which starts the batter with 1 1-1 count.

ASA rulebook also has a slow pitch rule where the batter is out if a foul with 2 strikes. You need to refer back to the local rules to see if there is one which grants the batter one (or more) free fouls before being out; absent that, batter is out.
