ASA rulebook also has a slow pitch rule where the batter is out if a foul with 2 strikes. You need to refer back to the local rules to see if there is one which grants the batter one (or more) free fouls before being out; absent that, batter is out.

Many slow pitch leagues with time limits start batters with a 1 - 1 count. Most leagues consider all fouls as strikes including the third. Some leagues do give a 'courtesy' foul which allows a free foul ball after 2 strikes.
