Babe Ruth Softball pitching rule

Had a visiting team from neighboring city Saturday, friendly rec league game. Pitcher was not touching her hands together at all prior to delivery. I told coach and pitcher about it, his response is "we play Babe Ruth rules and they don't have to touch". I dont' know babe ruth rules, hopefully one of you out there do.....is this true??

Also is there any other sets of rules out there where the pitcher does not have to bring their hands together prior to starting the pitch???

Babe Ruth Softball Pitching Rules

Rule 8.01 (b) - The pitcher shall hold the ball in either or both hands for not
less than one second and not more than 10 seconds before
releasing the ball.
