Not our job to worry about playing time, it's the coaches. On the other hand, the umpire has not authority to tell a coach he MUST enter a player into the game. What would happen if the players were hurt and just in uniform in case of an emergency and the coach decided that particular game wasn't worth the players risk aggravating that injury.

What do you think is going to happen if the umpire tells the coach he MUST enter the player or forfeit the game? You will lose that protest. What happens if the coach does what you demand and the player re-injures themselves? I don't know how likely it is, but you could be looking at litigation.

If a coach says s/he has no substitutes, there are no substitutes. However, it should be noted who is on the bench at that time and the coach should be told that they are no longer eligible for that game.
