Base Coaches
Base coach near 3B is head coach. Base coach near 1B is assistant coach. Can both coaches give instructions or signs to batters?

Sure, but if time is called, the second one is disallowed.

What he said is you only get one offensive conference (time out) per inning. Either base coach may be granted that, but not each.
