Ball hits bat
High School/NCAA
Bat is rolling away from the ball but the ball is going faster and hits the bat. Play on? Out? I'd rule play on but the bat is moving what do you have. Umps on the field ruled - out.

I think your title is the answer, Rachel.
It doesn't sound like the bat interfering with the course of the ball, which is what the rule is about.
