Pretty Sure I'm Right

Coach of Defensive team wants a time out. Granted. 3 Batters later, same inning asks for another time out. I grant it. My partner says at that point he needed to change pitchers cause it was the 2nd conference in the same inning. I disagreed. So we moved on.
I come home and go through the rulebook and can't find anything that limits the number of conferences per inning.

Am I missing something or is it possible my partners baseball umpiring experience is leaking through ?

Speaking ISF .
Three conferences per 7 innings game and can be called in same innings .
Offense 1 conference per innings

On the 4th Def Conf. the pitcher has to be changed

ASA and NFHS are the same. Three conferences per seven inning game. (A conference doesn't count if the pitcher is removed.)

However, AFA (American Fastpitch Association) has a rule nearly identical to baseball. The second conference in the same inning requires the removal of the pitcher from the pitching position ... just as your partner was saying. (OBR would require the pitcher to be removed from the game on the second visit - not just the pitching position.)

Not completely so. The conference wouldn't count only if the coach informs the umpire a change in the pitching position prior to any comments with any defensive player.

Except in NCAA, of course. They use the one per inning rule, and not a charged conference if the coach notifies the umpire prior to crossing the foul line; BUT they also acquire an additional conference with each new in an inning (who hasn't already pitched in that inning).

I'm waiting for the coach who figures out that s/he can have her conference in front of the team dugout in foul territory, and then still not get charged a conference if there is a pitching change.

You haven't lived until you had a 3 hour NCAA D1 game, low scoring, completed in regulation; but the coaches just won't let the players play, they have to justify their coaching salaries. I have seen a coach who will have a conference every half inning; and I mean EVERY half inning. One inning, his pitcher retired two batters with two pitches, and he called a defensive conference. One more case of doing it with coach logic, rather than rules logic.
