Definitions would have you believe so, however within the rule book the appeals must come from the players. Is this a technical quirk.

Don't know what a 'quirk' is... By the way the Rulebook clearly says appeals can be made by players, managers and coaches.

This is so on ISF Rulebook:
Rule 1 - Sec. 2. APPEAL PLAY.
A live or dead ball appeal play is a play upon which an umpire cannot make a decision until requested by a
manager, coach or player of the defensive team.
EXCEPTION: An offensive manager, coach, or player may appeal for illegal defensive team substitution
violations.

Speaking ASA, the definition is correct to say "yes", so is the rule book where it says "no."

The definition covers ALL appeals.

There ARE appeals that coaches may make (BOO).

There ARE appeals that coaches may NOT make (missed base).

I will have to study the ASA book a bit more to see just which situations can & can't be made by Mgr/coach. We were discussing and reading about missed bases and the wrong use of the white part of the double 1st base. Did not appear a coach could, but definitions allowed it. The class thought it to be a conflict in the definition

The definition says that certain inquiries by certain people, including coaches, players, etc, are APPEALS. It doesn't intimate that all appeals are legal coming from all of those parties.

I believe that last year, NFHS changed the rules to allow a head coach to make a dead ball appeal.
