Don't know what a 'quirk' is... By the way the Rulebook clearly says appeals can be made by players, managers and coaches.

This is so on ISF Rulebook:
Rule 1 - Sec. 2. APPEAL PLAY.
A live or dead ball appeal play is a play upon which an umpire cannot make a decision until requested by a
manager, coach or player of the defensive team.
EXCEPTION: An offensive manager, coach, or player may appeal for illegal defensive team substitution
violations.
