You can adopt the ASA rules (or your rules of choice - some are published on the web - AFA, for example) without actually officially affiliating. This, of course, does not address umpire training and related issues (such as insurance).

As a small (perhaps isolated?) town, you may have limited or no access to trained umpires. Do your schools play softball? If so, who officiates their games?
