Remains to be seen how the rules clinic will go, but since I have already read the NOCSAE requirements, I know the NOCSAE answer - the mask must have its own label. Will NOCSAE change this? Good question - there is word of stick-on labels being provided, but other than postings on boards like this, I have seen nothing official.

I have done 5 HS game this year, with nine of the ten teams involved having the face mask/guard. All the helmets were NOCSAE approved, none of the mask/guards were attached anyway but professionally. No face mask/guard had a NOCSAE stamp. I personally would have accepted these in any game by any association I was working for.

This is legal for NFHS (and, presumably, UIL) for 2005.
