I realize this question is a bit off topic for this board but I thought with all the experience here, I may get an intelligent answer.
Traditionally, are the sites for Dixie Girls tournaments and World Series awarded based on a bid process? My local league was given a verbal promise of a state tournament for 2005 but it has recently been awarded to another community based on a financial bid, hotel packages and other perks. We were unaware that any such bid process had been opened and we never had an opportunity to participate. Is this legal or is it the way things are really done? What's the scoop??

From my understanding, representatives from the cities and local PARDs wishing to host the tournaments do in fact make a bid. I know that my home town has been the host to many a Dixie World Series, and from what I get it is due to the irresitable package that the city officials put together, which has included rooms and meals for the players, and as you put it, many other "perks."

As for the bid process, contact your state or national representative. They know when the meetings occur where the bids are submitted for consideration. If they don't, or act as though they don't, then contact James "Obie" Evans at:

From the Dixie web site:
"All tournament sites are determined by each state organization on a bid basis with all leagues having equal opportunity in hosting the event provided the league can comply with the requirements established by the state organization. The state requirements are to be determined in advance by each state and announced accordingly." Seems obvious there was some violation of organizational rules since there was no known announcement of a bid process. Other area leagues were also left in the dark. The announcement that the tournament had already been awarded came as a shock to the area league reps. Too bad it always boils down to $$$$$$.

The rule that you quoted relates to State tournaments not World Series. The rules are vague concerning the process to follow but they do mention that full information will be forwarded to each league.
"All tournament hosts shall be decided on a bid basis, with all leagues being notified in advance with full information as to the requirements. The decision awarding the tournament shall be made by a representative committee or delegate of the leagues involved." In 2005, Dixie will celebrate its 30th anniversary and selected a site that could host all Dixie World Series. Sounds like your state, district, or local league officials dropped the ball. How close is Bay St. Louis to Ocean Springs? I noticed that they are hosting the Angels' World Series this year. |

Bay St Louis is about 40 miles along the Mississippi coast from Ocean Springs. My league is actually St. Martin, just north of Ocean Springs.
Bay St Louis had one of the World Series last year also. Since you mentioned BSL, they are the city that got the award for next year. Seems they're doing things right. My hat's off to them if they win a bid process but it's not much of a process with only one player.

I re-read your initial post and now see that you mentioned a state tournament not the World Series. I recommend that you contact your district supervisor about the process. Unfortunately, it seems like Dixie's organizational structure is alot like 60's and 70's communist regimes in the eastern bloc - no real elections or truly competitive selection processes.
