In ASA can you make an appeal during a dead ball situation or during a timeout? here is why I ask.....My dad used to do alot of LL. Several years ago he was doing a game where the runner left 3rd early on a caught fly ball. Time was called,then when the pitcher got the ball back the coach had her throw to 3rd for an appeal. Since time was called he could not call anyone out and it was not his place to explane how to properly make an appeal. At that time the pitcher had to take her place in the cirle so the ump could call "play ball" then step back and throw to the base for an appeal. Brian

I cannot speak for Little League, but ASA, USSSA, NFHS and Dixie all honor a dead ball appeal.

Bethsdad's description under LL rules is correct. Under LL rules, all levels, this apeal must be made with the ball in play. Either don't request time, or if time is called for whatever reason, after the ball is placed back in play, appeal at the base.
This is another case where not all sanctions have the same rule, and I don't know why in this specific case. I would like all to agree on this (and as many others as possible), as it saves confusion for players, coaches, and umpires that may cross sanctions. (In my area, that is a good percentage of those involved.) Don't personally care which way it goes, just want consistancy. In this case, since LL seems to be the odd one out, it would probably make sense if they were the one to change. (Lots of Luck.)
