In ASA can you make an appeal during a dead ball situation or during a timeout? here is why I ask.....My dad used to do alot of LL. Several years ago he was doing a game where the runner left 3rd early on a caught fly ball. Time was called,then when the pitcher got the ball back the coach had her throw to 3rd for an appeal. Since time was called he could not call anyone out and it was not his place to explane how to properly make an appeal. At that time the pitcher had to take her place in the cirle so the ump could call "play ball" then step back and throw to the base for an appeal. Brian
