Need Rule Reference for NFHS

For some reason I can't find a rule reference for this play

2 runners between the same bases when outfielder attempts throw to make a play and ball goes out of play.

I agree with the award but need proper rule reference as 8.4.3.f has to due with obstruction. I am having a hard time finding the correct one one

Granted, I'm referencing a 2017 and it has nothing to do with OBS

I agree.

The reference is Rule 8, Section 4 Runners entitled to advance:
Art. 3...A runner is entitled to advance without liability to be put out when:

f. the ball is in play and is overthrown (beyond the boundary lines) or is blocked by the defense.
Penalty: (Art. 3f) All runners will be awarded two bases and the award will be governed by the positions of the runners when the ball left the fielder's hand. Runners may return to touch a missed base or base left too soon. If two runners are between the same bases, the award is based on the position of the lead runner.

Page 66 in the 2018 rules book.

The NFHS rule citation changed this year (2019) from 8-4-3-F-Penalty to 8-4-3-E-Penalty

8.4.3.F is casebook and covers Obstruction

Well it looks like you are both correct. In the 2018 book it was 8-4-3f in 2019 it is 8-4-3e, since the advancement of a runner on an illegal pitch was removed (formally 8-4-3d) it shifted up the remaining articles in that section. But bottom line it appears that these folks got you to the correct point in the book to find your answer.
