Question NFHS Exam Rule Reference (Question 62 & 66)

I have taken the 2009-10 NFHS Part 1 Basketball Rules Examination and I'm having a problem finding the rule references for a couple of questions. The two questions are:

62. During free-throw attempts resulting from a technical foul, substitutions may be made only after the final attempt has been converted.

66. It is permissible to withdraw a player before the clock starts following his or her substitution into the game.

I am not looking for the "True-False" answer but I would like where I can find the rule reference for these questions whether it be in the NFHS Rule Book or Case Book.

62. 3-3-1 (c) Even though it does not mention technical foul free throws, this rule still applies.

Regarding 62 - There's no rule that prevents two different shooters from shooting each of the two technical foul free throws. If A1 shoots the first, nothing prevents substitute A6 from replacing A1 to shoot the second.

You might want to reconsider that answer because it's wrong.

During multiple free-throw personal fouls, substitutions may be made only before the final attempt in the sequence and after the final attempt has beenconverted.

Don't think so because it's the same rule reference the NFHS gave for this question. Now that the NFHS has given the 3-3-1(c) reference, this discussion should be settled.

3-3-1c is given as a reference to tell you that the only restriction on allowing subs is for before multiple FTs for a personal foul. It doesn't restrict any other time. So, if the pending FT's are for a T, then 3-3-1c doesn't apply and subs can be made.
