Both feet in box. Leaned into pitch?

NSA rules. 14U tournament. Batter is in the box, and both feet remained in box the whole time. Batter has a lot of rotation with her swing and really rotates her hips to help you vusualize what happened. Inside pitch. Batter loaded up, then realized it was inside, and then rotated to the right in an effort to avoid being hit. Her feet never left their position in the box. The ball still hit her in the lower posterior left thigh. She trotted toward first base and PU brought her back and called a ball. He stated that she "leaned into" the pitch, and her left knee went over the edge of the plate when she turned. What say you?

If she rotated away from the pitch, HBP, unless he saw her also shift her "lower posterior left thigh" toward the pitch.
Of course, I don't know anything about NSA rules.

If her knee "went over the plate" and the hit occurred there, why a ball not strike?

Certainly seems like some hyperbole in the umpire statement. Batter's box edge is 6 inches away from the edge of the plate. And since the leg rises from the heel and not the toe area of the foot, the leg is about 10 inches from the plate. No way could the knee be over the plate and the feet still in the box. i start to loose my balance trying to get my knees to extend just past my toes. (I know I am not as athletic as a 14U athlete, but still think it is an exaggeration.)

But there is also a contradiction between what you and PU saw. You say she rotated to the right to avoid. PU says she leaned into the pitch. Now its a judgement call. Man wearing the blue shirt wins everytime.

The NSA Definition on HBP leaves a lot to be desired.

SECTION 7 BATTER HIT BY PITCH
A legal or illegally pitched ball that hits the batter's person or clothing, provided the batter does not strike at the pitched ball. The plate umpire will award first base to the batter hit by the pitch. Any runners will advance one base if forced due to the batter being awarded first base. If an illegal pitch hits the batter, all baserunners will advance one base without liability to be put out. EXCEPTION: If the umpire calls the pitched ball a strike, the ball striking the batter is disregarded, and the ball is dead. The pitched ball is a strike or ball depending on the location of the pitched ball.

So, how does NSA treat it when a batter fails to avoid a pitch coming right at her? Or if she leans into the pitch? The book doesn't really address this. I'm assuming there's an NSA case book that perhaps covers it.

A few years ago the NSA book used to be the same as USA, an attempt to avoid was required. Reading it the other day it now doesnt really say anything.
