Everything done is a red herring, completely immaterial how many times arm swing anywhere, including past the hip, UNTIL the "touch" and hands separate. Sounds completely legal.

Ya know, that's what the gut told me. I'd never seen anything like this delivery before, with all the flourish and dramatic movement before the touch.
Everything looked very normal after the touch............some girls!!! Has to be done with a "lady's" style I guess. Thanks

sounds familiar to me----
I think I've seen that in men's fast pitch when I did that years ago. A lot of arm motion before the hands come together that just looks like wasted energy to me. I agree, nothing illegal as far as I can determine.

Including one I saw recently of an overhand circle then joining hands at the hip, normal underhand windmill, release.
Or a high leg kick with stride foot, probably hard on batter but legal (except to 1st base coach )
