a) runner is protected until they either reach a base (either next or previous) or is "put out" (but then is awarded the base/s they would have received). Whether you award them 2nd or 1st is your judgement depending on where you think they would have reached had the OBS not occurred (could be third!)

b) R1 stays at first, DDB signal is put down as soon as R1 touches 1st safely

I don't believe this to be correct. If the umpire believes 3rd is the award, then the runner is protected to 3rd and that protection isn't going to go away. The play is not over until the OBS runner is put out or it is obvious all play is complete and over. Simply reaching any base safely does not end the play or protection.

Maybe I just do not understand the wording
