Not sure myself, not being a college guy. I see he's still standing over there, starts every play right behing the HL. Looked like he may be doing some timing, but not sure why.

There's no need to ever break out a rule book. The officials should know the rules well enough not to need it and be confident in their ruling. If the coach has a problem, they can look it up...

I thought the pay in ID was bad ($50 for varsity game), but I just found out OR (where I will soon be moving to) is even lower ($43-48 for varsity).
