Enforcement spot illegal touching
Please help I think illegal touching should be a loose ball foul 5yards and loss of down previous spot . Chart in book shows 5 yards loss of down spot of touching. I have looked for revisons to book...

Blocking below waist NFHS
Whether ball has left zone or not is the sticking point. Some say block can't be made before ball leaves zone if Qb is in Shotgun. I have felt that if block was the inital charge it should be legal;
