Help on foul enforcement

I think me and my crew might be making mistakes on offensive foul enforcements. In reading Rule 10:

If A snaps from the A25 and A4 runs to the A40... during which A5 holds at the A35, the penalty is assessed from the end of the run - correct?

Same circumstance but the hold is at the A23 the penalty is assessed from the A23?

No...let's break this down using all but one.

1) What type of play is this? Running play.
2) Where is the basic spot? End of the run, A-40.
3) Where is the spot of the foul? A-35
4) Is the spot of the foul behind the basic spot? Yes.
5) Since (4) is true, enforce the foul from the spot of the foul (the "one" in all but one)

Yes. Same breakdown as above.

All-But-One.

On running play, the basic spot is the end of the run. (A40)

All fouls but one (a foul on A behind the basic spot) are enforced from the basic spot.

Both of the spots you mention (A35 and A23) are behind the basic spot.
This is the 'but one' in All-But-One. These fouls are enforced from the spot of the foul. The down is then repeated at A25 and A13 respectively.

If the run ends at A40 and the foul occurs at A43 (beyond the basic spot), then you enforce from A40 (the basic spot).

...because (only) fouls by (a) the offense and (b) behind the basic spot are enforced from the spot of the foul.

The LOS is never as such an enforcement spot. It often coincides with the previous spot, which is sometimes an enforcement spot.
