Well, yeah... but why did you underline "once the ball is thrown." Until the ball is thrown, any picking is just blocking. Once you have a thrown ball, then the picking (which may have happened before the throw) becomes OPI.
No pass, no OPI.

I agree with Mike. You cannot have pass interference (offensive or defensive) unless the ball is in the air.

No - restrictions on the offense begin at the snap. For instance, A2 (a receiver), goes downfield and blocks B3. After the block, a forward pass is thrown beyond the LOS. You flag A2 for OPI.
