Hard to tell without the exact wording (which I suppose must exist somewhere but not linked), but are they saying that in the UFL, opp'ty to make a [fair] catch of an opponent's kick doesn't end until the ball touches the ground or comes into player possession?

Yes. That is consistent with the NFL rule.

Yes. I think what they're getting is if a fair catch is signaled, and the catch attempt is bobbled into the air, the opp'ty to catch the ball unhindered remains.

I have the 09 NFL book and I don't see anything that results in a foul if K1 plays the ball after an R1 FC muff.

It will at the very least be a COP, and if K1 fumbles, R can advance.

That's also the interpretation in NCAA IF the B team player called for a fair catch.

NFL Rule 10, Section 2, Article 2

Item 3: Muff. After a valid fair catch signal, the opportunity to catch a kick does not end if the ball is muffed. The player who signaled for a fair catch must have a reasonable opportunity to catch the muffed ball before it hits the ground without interference by members of the kicking team, and regardless of whether the ball strikes another player or an official.

The penalty would be for interfering with a fair catch after a signal

NFL Rule 3, Definitions,Section 9: A Fair Catch is an unhindered catch by any player of the receivers of a free kick or of a scrimmage kick except one that has not crossed the line of scrimmage providing he has legally signalled his intention of attempting such a catch.

Quick answer, the receiver must be given an opportunity to complete the catch even if it is muffed. If not, it is interference
