Thanks for the replies. The manual is not as clear as it could be. It says the referee "will give proper signal and indicate offending sideline." This appears to be different than what the officials manual section for administering penalties says... the referee gives the "signal for foul to the press-box side of the field only."
I agree that no flag should be dropped (according to the manual) as there is no foul being called, just a warning. However, I do not understand why they want the covering official giving the signal before reporting to the R and then again as the R is giving the signal.
