Well not illegal but the touchdown doesn't stand. The ball is dead where the kicking team recovers the kick. It will be 1st and 10 for K at the spot of recovery. Now if R had recovered the kick, thus ending the kick and then fumbled, K could recover and advance the ball.

Assuming that the receiver was not blocked into the kick, the kicking team can recover the muff but not advance it. The covering official should have whistled immediately after the K player gained possession.
If the receiver was blocked into the kick, his touching is ignored, and it will be R's ball at the spot of first touching.
