In short, it is not a safety cuz it doesn't matter where the QB is, but where the hold occurs. Here is a longer explanation.
This is a loose ball play, so the basic spot for penalty enforcement is the previous spot. The all but one principle states that a foul by the offense behind the basic spot is enforced from the spot of the foul. If A76 is holding on the 1 yard line, the 1 is the enforcement spot, if he is on the 3, the 3 is the enforcement spot. It would be a safety if A-76's hold is in the EZ, but not if it is outside the EZ.
It would also be a safety if A-76's foul was at the 5, but the A player with the ball was tackled in the EZ, or the ball became dead behind the GL anothe way.
