I think there has been a national interpretation that the offended team will NOT get both penalties on the ensuing kickoff.

However, here in NC, our HS league has decided to deviate from this. If the scoring team elects to have the foul enforced on the kickoff, and then there is another foul during the successful try, then both will be enforced on the KO.
