IMO, NCAA is most fair cuz 15 yards and LOD is more of a "double wammy" than the 15 yards and automatic 1st down, cuz the 15 yards for DPI will most always result in a 1st down anyway. The LOD will mean an almost certan punt upcoming. They do not seem very even IMO.
NCAA, DPI is spot foul if less than 15, and 15 of more than 15 and first down.
OPI is 15 and NO LOD.
