Great, except the NF really hates to have exceptions to their rules.
We all should now that by now!
How about we just propose to say once a ball is recovered or intercepted in the EZ, the ball is D.E.A.D.

However, I as an official could be retrained to learn it and enforce it.

Seen my share of IW's on interceptions in the end zone.

I had a coach in a JV game who wanted me to blow the ball dead on an interception in the endzone. He claimed it couldn't be returned but I think he was getting his kicking rules mixed up with the normal rules. He tried to talk his way out of sounding so dumb and his other coaches didn't say anything.
