This change was put in due to the amount of time being taken to play games that are being televised. I don't see any problem at the high school level where games are already shorter in time due to the 12 min qtr. I may be wrong but I suspect that the NCAA will scrap this rule next year. There are already coaches who don't like this change so it's possible they can push to get rid of it.
