Defensive nose guard swipes at the ball during the snap, is this legal? What rule do ou use for this interpretation?

Legal, but highly unlikely that the ball can be contacted without a foul on either the snapper for a snap infraction or the defender encroaching.

It depends.. We talking NCAA or NF?
