I agree that awarding the ball to B is incorrect.
If the foul by B is declined it's A's ball at B's 1, 1st and goal. The basic spot for penalty enforcement is the end of the run (B's 10), so a foul by the defense would be enforced half the distance to B's 5 where it would be 1st and goal for A.
