It's a foul simultaneous with the snap; all such fouls are penalized from the previous spot.

Except in this case it is a live ball foul by B on a down where A scores a Touchdown and there was no change of possession. (8-2-2) Allows A to keep the score and have the foul enforced on the succeeding spot (the try).
