Is it legal to have everyone except the qb on the line of scrimmage?I always thought there was only a minimum (7)of players allowed on the LOS but not a maxium.This happened in a game today (youth football....and actually the 3 rb's were suppose to be off the line but lined up on the line)and the ref called an illegal formation....was he correct?

That's a legal formation, but only the players on the end of the line would be eligible receivers...

Maybe, maybe not.
It is possible that the "youth" rules in your area have modifed some of the rules and this was one of those. It's done all the time. Example, I've known of youth mods requiring 6 players on the defensive LOS, no one over the center, linebackers 2 yards back, etc etc. Most certainly not an NF rule.

If that is not the case, then there is nothing formation wise wrong with this offesive formation under NF rules.
