untimed down

near end of 3rd quarter team A on offense, B fouls during run. Clock starts at ready but team A cannot get off a play before the end of the quarter. Is team A entitled to an untimed down before change in field?

Under NFHS rules, time must expire during the down. In your OP, time did not expire until after the ready. The period is not extended in this case.
I am not familiar with NCAA rules for this OP.

It's the same in NCAA.

NFHS used to play an untimed down in this situation but that changed a few years ago.
